{"id":93866,"date":"2026-04-15T10:15:24","date_gmt":"2026-04-15T08:15:24","guid":{"rendered":"https:\/\/canfali.com\/calp-prohibeix-la-conversio-dels-locals-comercials-en-habitatges\/"},"modified":"2026-04-15T10:20:32","modified_gmt":"2026-04-15T08:20:32","slug":"calp-prohibeix-la-conversio-dels-locals-comercials-en-habitatges","status":"publish","type":"post","link":"https:\/\/canfali.com\/ca-es\/calp-prohibeix-la-conversio-dels-locals-comercials-en-habitatges\/","title":{"rendered":"Calp prohibeix la conversi\u00f3 dels locals comercials en habitatges"},"content":{"rendered":"\n<p>El ple ha acordat continuar amb el procediment per a l&#8217;aprovaci\u00f3 de la modificaci\u00f3 D-16 del Pla General d&#8217;Ordenaci\u00f3 Urbana (PGOU), una iniciativa urban\u00edstica que t\u00e9 com a objectiu impedir l&#8217;\u00fas residencial en les plantes baixes d&#8217;immobles plurifamiliars i preservar aix\u00ed aquests espais per a la seva funci\u00f3 comercial i econ\u00f2mica.<\/p>\n\n<p>\tLa proposta planteja de manera expressa que en immobles de tipologia plurifamiliar no es permetr\u00e0 l&#8217;\u00fas residencial en planta baixa, entenent-se com a tal aquells habitatges amb acc\u00e9s directe des de la via p\u00fablica o des de la planta baixa de l&#8217;edifici sense passar per altres plantes. Amb aquesta mesura, l&#8217;Ajuntament pret\u00e9n evitar la transformaci\u00f3 dels locals en habitatges i protegir d&#8217;aquesta manera el teixit social i el comer\u00e7 de proximitat.<\/p>\n\n<p>La decisi\u00f3 adoptada respon a un procediment iniciat en 2024, quan l&#8217;Ajuntament va acordar suspendre en tot el terme municipal la tramitaci\u00f3 i atorgament de llic\u00e8ncies per als canvis d&#8217;\u00fas de local a habitatge en edificis plurifamiliars, amb la finalitat d&#8217;estudiar una modificaci\u00f3 de l&#8217;ordenaci\u00f3 urban\u00edstica. Des de llavors s&#8217;ha desenvolupat la corresponent tramitaci\u00f3 ambiental i territorial estrat\u00e8gica simplificada, recaptant informes de diferents administracions i departaments municipals.<\/p>\n\n<p>\tEntre els informes emesos figuren els favorables del Servei Territorial d&#8217;Urbanisme d&#8217;Alacant, de la Confederaci\u00f3 Hidrogr\u00e0fica del X\u00faquer, de la Conselleria competent en mat\u00e8ria de costes i del Ministeri per a la Transici\u00f3 Ecol\u00f2gica i el Repte Demogr\u00e0fic, que avalen la viabilitat de la proposta i permeten continuar la seva tramitaci\u00f3. Aix\u00ed mateix, els informes municipals d&#8217;Igualtat i Promoci\u00f3 Econ\u00f2mica han recolzat la modificaci\u00f3 en considerar que contribueix a preservar el comer\u00e7 de proximitat, la vitalitat urbana i la seguretat en l&#8217;espai p\u00fablic.<\/p>\n\n<p>\tEspecialment rellevant ha estat l&#8217;informe de l&#8217;\u00c0rea de Promoci\u00f3 Econ\u00f2mica, que adverteix que la transformaci\u00f3 de baixos comercials en habitatges, i particularment en allotjaments tur\u00edstics, elevaria el preu dels locals i dificultaria la implantaci\u00f3 de petits negocis, afectant negativament la competitivitat del dest\u00ed i a la qualitat de l&#8217;oferta urbana i comercial.<\/p>\n\n<p>La Regidora de Planificaci\u00f3 Tur\u00edstica i Habitatge, Mireia Ripoll, va explicar que &#8220;hem optat, amb el suport del Consell de Turisme, per la mesura m\u00e9s restrictiva, ja que no volem que en els locals de Calp, en primer lloc per a protegir el teixit empresarial i les botigues de proximitat, es pugui canviar el seu \u00fas perqu\u00e8 no podem garantir que si un local es converteix en habitatge vagi a ser per a \u00fas habitual i no tur\u00edstic&#8221;.<\/p>\n\n<p>\tPer part seva, Toni Tur, de Defendamos Calpe, va declarar que &#8220;no volem que Calp acabi sent un parc tem\u00e0tic, i amb aquesta modificaci\u00f3 s&#8217;intenta que aix\u00f2 no passi, encara que hi ha punts de millores&#8221;. Va afegir que &#8220;si continua aquesta pr\u00e0ctica de transformar els locals comercials en habitatges anir\u00e0 desapareixent el petit comer\u00e7 que tanta falta fa per a garantir les nostres necessitats i tamb\u00e9 per a unir-nos com a col\u00b7lectiu i com a grup&#8221;.<\/p>\n\n<p>Miguel Crespo, portaveu del grup municipal popular, va assenyalar que &#8220;s&#8217;ha arribat tard, ja que despr\u00e9s de dos anys de suspensi\u00f3 no s&#8217;ha donat una soluci\u00f3 definitiva, mentre el problema d&#8217;acc\u00e9s a l&#8217;habitatge no ha deixat d&#8217;agreujar-se. Avui es planteja una modificaci\u00f3 que limita encara m\u00e9s la possibilitat de generar habitatge en el nostre municipi, i es queda \u00fanicament en una part del problema, el lloguer tur\u00edstic, alhora que no es garanteix la protecci\u00f3 del petit comer\u00e7&#8221;.<\/p>\n\n<p>\tMarc Bittner, regidor de Promoci\u00f3 Tur\u00edstica i membre del grup municipal socialista, va afirmar que &#8220;el problema que tenim \u00e9s que l&#8217;habitatge \u00e9s una inversi\u00f3 lucrativa que dona molts diners, i si obrim la possibilitat al fet que els locals es puguin convertir en habitatge acabaran sent, el m\u00e9s segur, habitatge tur\u00edstic.
